COMMISSIONERS' PROCEEDINGS
Week of October 10, 2005

Commissioners John A. "Jack" Nelson, Tom S. Stroschein and Paul J. Kimmell
met in regular session on Wednesday, October 12, 2005 the following actions
were taken:
By Motion and Order, pursuant to Idaho Code 67-2806 (2)(b), having published
a notice inviting bids for Geotech Drilling in support of the
Hydrogeological Characterization Project (HCP) of the Moscow Sub-basin, and
having opened and publicly read said bids [jointly by Latah County and the
Idaho Department of Water Resources] on October 5, 2005, accepted the
proposal from TerraGraphics and authorized Geotech Drilling in the amount of
$47,000; effective date October 12, 2005.  The Board shall execute whatever
documents necessary to implement the contract and bid award.
By Motion and Order, pursuant to Idaho Code 67-2345 (1) (d), convened in
executive session at 9:15 a.m. on October 12, 2005, to discuss records that
are exempt from public inspection, Indigent.  Adjourned at 9:30 a.m.; five
cases were approved and one case was denied.
By Motion and Order, having held a public hearing as provided by law, shall
adjust the 2004-2005 Budget as follows:
1.   increase Justice - Prosecuting Attorney:
$  389
Increase the Justice - Prosecuting Attorney budget line, 08-07-00-0439-0000,
Travel in the amount of $389.00 from $8,500.00 to $8,889.00 - revenue Idaho
Prosecuting Attorney Association, Inc.; and
2.   increase Historic Preservation Grant:
$3,000
Increase the Historic Preservation Grant budget line, 60-00-0521-0000,
Operating Expense in the amount of #3,000.00 from $1,000.00 to $4,000.00 -
revenue Idaho Historical Society.
These funds are unscheduled revenues or carry forward funds and the
expenditure of these funds will be at no additional cost to the taxpayers of
Latah County.  The Board authorizes and directs the County Auditor to make
the necessary adjustments.
By Motion and Order, pursuant to Idaho Code 67-2345 (1) (c),(d)&(f),
convened in executive session at 10:50 a.m. on October 12, 2005, to discuss
acquisition of an interest in real property, records exempt from public
inspection and litigation.  Adjourned at 11:15 a.m.
By Motion and Order, pursuant to Idaho Code 67-2345 (1) (a)&(b), convened in
executive session at 11:30 a.m. on October 12, 2005, to discuss personnel.
Adjourned at 11:45 a.m.

05F, Line 07, effective October 1, 2005.
Approved, signed and filed a five (5) year incremental increase for Susan
Woodall, Part-time Regular, Switchboard Operator; BOCC, Administration;
Department 05A, Line 04.
Approved, signed and filed a six (6) month incremental increase for Brad
Broenneke, Ad Valorem Appraiser; Assessor, Revaluation; Department 02A, Line
12, effective May 1, 2005.
Approved, signed and filed Elected Officials Salaries for FY 2006.
Approved, signed and filed District Court Department Salaries for FY 2006.
Approved, signed and filed Auditor/Recorder's Department Salaries for FY
2006.
Approved, signed and filed Social Services Department Salaries for FY 2006.
Approved, signed and filed BOCC, Administration Salaries for FY 2006.
Approved, signed and filed BOCC, Museum Salaries for FY 2006.
Approved, signed and filed BOCC, Solid Waste Salaries for FY 2006.
Approved, signed and filed BOCC, Fairgrounds Salaries for FY 2006.

By Motion and Order, appointed Kama White to the Phillips Farm Advisory
Committee, for a 2 year term to begin October 12, 2005 through December 31,
2007.
By Motion and Order, accepted the award of Federal Grant Project No:
ID-03-0012-01 5309 funds from the Federal Transit Administration in the
amount of $74,748 for the purchase of small buses and preventative
maintenance; this award is supplemental to the two previous grants and
brings the total amount awarded to $312,091; effective date October 4, 2005.


Signed and filed a Request for Intergovernmental Review/Comments for
Application for Federal Assistance in regards to the City of Kendrick; no
action taken at this time.
Approved, signed and filed a request to payoff Compensatory Time for the
Sheriff's Office; approved buy down to fifty (50) hours maximum per employee
as of September 30, 2005.
Approved, signed and filed the Compensation Committee Review and
Recommendations.
Approved, signed and filed a Personnel Change Request Form to retain Pay
Grade for Cynthia Steuben, Cartographer, Assessor, Department 02A, Line 16,
effective October 1, 2005; will retain the current salary unchanged until
AO10 incremental increases match.
Signed and filed complaint and summons No. CW 05-875 in the matter of
Verizon Northwest, Inc. vs. North Latah County Highway District.
Signed and filed Nominations Form for the Capital Crimes Defense Fund Board
Elections.
Signed and filed Conflict Public Defender hours for the month of September,
2005 as submitted by D. Ray Barker.
Signed and filed Public Defender hours for the month of September, 2005 as
submitted by Charles E. Kovis.
Signed and filed Public Defender hours for the month of September, 2005 as
submitted by Gregory C. Dickison.
Signed and filed Notice of Hearing before the Idaho Board of Tax Appeals in
the matter of the appeal of Hill Family Properties from the order of the
Board of Equalization of Latah County for tax year 2005.
Signed and filed Notice of Hearing before the Idaho Board of Tax Appeals in
the matter of the appeal of Gloria Riedlinger from the order of the Board of
Equalization of Latah County for tax year 2005.
Signed and filed Notice of Hearing before the Idaho Board of Tax Appeals in
the matter of the appeal of Joseph Krasnec from the order of the Board of
Equalization of Latah County for tax year 2005.
Signed and filed Notice of Hearing before the Idaho Board of Tax Appeals in
the matter of the appeal of Phillip Tenwick from the order of the Board of
Equalization of Latah County for tax year 2005.
Signed and filed ICRMP Monthly Claims Loss Runs.
By Motion and Order, Pursuant to Idaho Code 67-2806 (2)(b), having published
a notice inviting bids for Multi-Zone Unit, and having opened and publicly
read said bids on October 3, 2005, accepted the proposal from C&J
Refrigeration and authorized the purchase of specific model of Multi-Zone
Unit and labor/installation for the Latah County Courthouse in the amount of
$92,810.00; effective date October 12, 2005.  The Board shall execute
whatever documents necessary to implement the contract and bid award.
By Motion and Order, approved Federal Equitable Sharing Agreement between
Latah County (Sheriff's Office) and U.S. Department of Justice for a 3 year
time frame.
By Motion and Order, pursuant to Idaho Code 67-2345 (1) (a)&(b), convened in
executive session at 3:50 p.m. on October 12, 2005, to discuss personnel.
Adjourned at 4:05 p.m.
