1.      Approval of Minutes of September 26, 2005 - Stephanie Kalasz 
      
2.   Amendment to Existing Animal Related Ordinances - Randy Fife
A sub-committee of the Administrative Committee led by Councilmember
Dickinson met throughout the summer to review drafted City ordinances
related to animal care.  Attached are three proposed ordinances:  (1) an
Animal Care Ordinance which deals generally with animals within City
limits; (2) a Dangerous Dog Ordinance which deals specifically with dogs
which may be classified as dangerous and, after such classification,
establishes procedures and precautions to maintain such a dog within the
City; and (3) an Animal Care Commission Ordinance which creates a
commission to assist the City in education and promotion of animal care
matters and to act as an appeals board for decisions which are related
to animals and dangerous dogs.  These ordinances represent a consensus
of the sub-committee but do not reflect individual opinions on certain
matters under consideration.  This was reviewed by the Administrative
Committee on September 26, 2005 and is back for further discussion.
 
ACTION:  Review proposed ordinances and direct staff as deemed
appropriate.
 
3.   Agreement with ASCAP to Use Members' Copyrighted Musical Works -
Randy Fife
The City of Moscow has been contacted by the American Society of
Composers, Authors and Publishers (ASCAP) regarding the City's use of
copyrighted musical works in its functions. These uses are typically
through Arts and Parks and Recreational programs. ASCAP has worked with
the International Municipal Attorneys Association (IMLA) to author a
standard contract which grants the City use of the copyrighted materials
as defined in the Agreement for a period of one year for fee of $268.00.
This fee will recur on an annual basis.  This was reviewed by the
Administrative Committee on September 26, 2005 and is back for further
discussion.
 
      ACTION:  Approve agreement with ASCAP, with funding to come from
Legislative Dues, Subscriptions and Memberships, per the City Supervisor
or take such other action deemed appropriate.
 
4.   Fee Resolution Corrections - Don Palmer
When staff prepared the FY 2006 Fee Resolution, six inconsistencies were
noticed and we recommend changing the fees to more accurately reflect
the cost of delivery of services.  There are six changes necessary.  A
public hearing is not required because changes do not exceed 105% of
previous rates.
 
      ACTION:    Recommend approval of amended Fee Resolution or take
such other action deemed appropriate.

1.   Approval of Minutes of September 12, 2005 - Stephanie Kalasz
  
2.   Rolling Hills 7th Addition Final Plat - Andrew Ackerman
Rafik and Mary Sue Itani request final plat approval for Rolling Hills
7th Addition located east of Sixth Street and north of Panorama Drive.
Council approved the preliminary plat of the property on July 6, 2004
with three (3) conditions as suggested by staff. The Planning and Zoning
Commission recommended approval of the final plat on September 28, 2005
and determined that the conditions have been met. The final plat is
scheduled to go before Council on October 17, 2005.
 
ACTION:  Recommend approval of final plat with or without conditions or
take such other action deemed appropriate.
 
3.   Rolling Hills 7th Addition Development Agreement - Dean Weyen
Rafik and Mary Sue Itani are developing a subdivision to be known as
Rolling Hills Seventh Addition and numerous public improvements are
required.  A Development Agreement is necessary to allow filing of the
plat and issuance of a building permit prior to the construction of
public improvements.  Engineering design plans for Phase I of the public
improvements have been submitted and approved.  
 
ACTION:  Recommend approval of the development agreement or take such
other action deemed appropriate.
