[Vision2020] Walking/Cycling/Etc in the City of Moscow

Perhaps it time for the city of Moscow to seriously consider becoming a city that strongly encourages walking and cycling not only as healthy recreation but as important transportation alternatives.

I lived in California during the two major gasoline shortages in the 1970s.  The gist of the content of the article whose URL is given above was also true then.  There was a tremendous upswing in the numbers of people who cycled to work, many of them several miles.

Of interest to the City of Moscow was the number of cities at that time that took sometimes drastic steps to become pedestrian, skate, and bicycle friendly.  Ordinances were enacted and polices changed, especially in traffic enforcement and related enforcement activities.  Carefully crafted plans, ordinances, and enforcement policies have many benefits for families and can enhance the quality of life for a city.

An interesting byproduct of the increased traffic law enforcement was an upswing in the number of drug arrests stemming from observations made during these traffic stops.
