Since my name keeps coming up in this thread, perhaps I should weigh in.  

The persistence of the argument lies, I think, in Donovan Arnold's failure to distinguish between "voting" and "having a voice."

I am not a city resident, and consequently may not vote in city elections. 

Nevertheless, I'm free to hold opinions about Moscow city government, and to express those opinions wherever I wish, including at City Council meetings, which are (so far as I know) free to the public, not merely to the voting public resident in Moscow.

The City Council is likewise free to ignore my opinions and ideas if they wish, whether because I live in the county or because they find them objectionable in some way.

To recap:  a) Melynda can't vote in Moscow elections; b) Melynda may still express her thoughts about Moscow city government; c) The City Council doesn't have to pay any attention to Melynda.

It seems so clear. . .
