Hi Sunil & Visionaries:

I think your impression may be mistaken, Sunil.  Since the complainants
haven't volunteered to clarify, I thought I'd share what I know.  I'm
looking at a copy of the complaint against the UI, and this is what it says:

"COMPLAINT
The University of Idaho is expressly prohibited from operating on the
University of Idaho campus.  We respectfully request that, as provided by
Moscow City Code, you prevent and restrain the continued illegal use of the
(sic) all campus buildings.

CITATIONS 
The University of Idaho is an educational institution as defined by MCC
4-11-9(47).  The University of Idaho is operating from buildings located
within the University (U) zone as shown by the city zoning map.  Educational
institutions are not permitted uses in the University zone under any
circumstances (MCC 4-1-1(B)).  A use not listed in the zoning code as
permitted or conditionally permitted is not authorized (MCC 4-11-5).
Therefore, the University of Idaho is operating a prohibited and illegal
educational institution.  It is therefore requested that you immediately
investigate and take action to order the University of Idaho to discontinue
its illegal operation, as required by MCC 4-11-7."

Correct me if I'm wrong, and I'll admit that I haven't read the complaint
against the U of I.  That said, it's my impression that the complaint is
against the U of I for having offices or facilities of some kind downtown,
not the main campus location.  Perhaps the complainants or their
acquaintances could shed some light on this.
