Hi Wayne & Rose & Other Visionaries,

The most appropriate thing I can write right now about Donovan Arnold's
failure to address the facts as they exist is, "There are none so blind as
those who will not see."

Or perhaps, you can lead a horse to water but you can't make him/her drink.

I provided the same information specifically to Donovan right here on V2020
several months ago, but since those relevant facts don't fit into the
picture he *wants* to see, he simply ignores them.  It seems to be much
easier for him to construct his own reality and facts be damned, which is an
approach we've seen him take publicly on V2020 over and over and over again
in recent months.

So, kudos to you and Rose and everyone else for your patience (a virtue I'm
still working on) in trying to yet again explain the facts as they actually
exist in the real world, but I'm sorry to say that factual information
doesn't seem to be what Donovan is interested in.

PS:  For those interested, it's *Joel* Plaskon, not Joe Plaskon.  For
someone who spent so much time on the City web site and who apparently
attended Thursday evening's hearing, it seems a simple matter to me to get
the guy's name correct.  Oh, but wait . . . that's a *factual* kind of
thing.

I am reposting Rose's clear, incisive note with additional emphasis below.
Perhaps you need to turn on HTML email formatting to make it easier to read
what cannot be any clearer English.  Note very carefully the use of the word
"or" in Section 11-9.47 of the Moscow Zoning Ordinance.  Notice that there
is no, none, not any, nada, very conspicuously absent mention of the word
"accreditation" in this emphasized first qualifying disjunct*,[1], of the
definition in the Moscow ordinance section below.  Hence, your:
 
This certificate is not the same thing
as academic approval and accreditation by the State Board of Education.
Title 33 Chapter 1 Section 107-06
(a) of Idaho Code states,

is not applicable.  
 
Perhaps with all your A's in logic, you need to review the meaning of and
truth tables for disjunctive* clauses/sentences.  If Rose has misquoted the
ordinance so as to leave out the word accreditation coupled by a conjunction
in the definition, please direct us to the applicable URL so that we can
correct our mistake.

		I have really, really tried not to engage in this
conversation - after all, there is only room for one know-it-all at a time
on V2020.  So, move over Donovan and while you are moving please read the
paragraphs below.  The first one deals with city code.  The second one,
easily found on the NSA website, outlines the role of the State of Idaho in
so far as NSA is concerned.  You will note upon comparison of the
requirements of Moscow zoning code and the acknowledgement of the State of
Idaho that NSA is indeed recognized as an institution of higher learning,
that you have, yet again seized the wrong end of the stick.

		City of Moscow  - Title 4 - Zoning Code

		Sec. 11-9. Definitions. . . .
		47. Institution, Educational. A college or university
supported by public or private funds, tuitions, contributions or endowments,
giving advanced academic instructions as [1] approved by the State Board of
Education     or         [2] by a recognized accrediting agency, excluding
preschool, elementary and junior or senior high schools, and trade and
commercial schools; including fraternity and sorority houses. (emphasis
added)

		Prior to the 2003-2004 academic year, the College registered
with the State Board of Education <http://www.idahoboardofed.org/>  as a
non-accredited postsecondary institution, as required by law. The Idaho
State Board of Education's Chief Academic Officer then issued the College a
"Certificate of Approval" which stated, "This is to certify that New St.
Andrews College is approved by the Idaho State Board of Education to offer
courses in Idaho." The "Certificate of Approval" was issued for each
calendar year, effective July 1 through June 30.
