[Vision2020] School Levy (was Adolescent Humor)

I really hate levies. Not because they support schools or help the
community. I hate them because they only directly tax property owners. I
think that is totally unfair. I think placing the tax burden squarely on the
shoulders of one group of people 100% of the time seems like an unjust form
of taxation. How about income tax or something instead? And just out of
curiosity, how could increased taxes on home owners increase sprawl? I am no
econ major but I though taxes slowed growth when it was place on the middle
and upper classes.
