If you are interested in understanding the basis of the complaint that has been filed with 
the City that the Moscow Zoning Code prohibits New Saint Andrews from operating its 
college downtown, please visit:

There is a very short summary of the reasoning along with linked references to 
applicable portions of City Code;  a section for (private) Q and A (questions and 
answers may be posted but questioners will not be identified unless specific written 
permission is received); a copy of the complaint, and the zoning administrator's 
response.
