[Vision2020] Banned uses in the Groundwater Protection Zone Part 2

Phil,

This language has been in the code for 25 years. 
It is currently listed under Section 9.03.E as a 
conditionally permitted use in industrial zones 
only. The proposed draft extends it to a 
prohibition OUTSIDE THE CITY OF MOSCOW. State 
Right to Farm laws exempt agriculture.
