1. Consent Agenda: Any item will be removed from the consent
agenda at the request of any Committee member and that item will be

A. Approval of Minutes June 27, 2005 - Stephanie Kalasz
B. Receipt of Planning and Zoning Commission Recommendation on Windfall
Hills Rezone and Preliminary Plat Application - Andrew Ackerman
Planning and Zoning Commission recommended approval of rezone and
preliminary plat for Windfall Hills on June 29th, 2005. Idaho Code
requires that the governing body receive the Planning and Zoning
Commission recommendation on such applications prior to advertising a
public hearing by the governing body. Council's acknowledgement of
receipt of this recommendation will allow staff to publish a hearing
notice for a Council hearing on the application which is proposed for
August 1, 2005.
ACTION: Receive recommendation and authorize staff to schedule public
hearing.
2. Land Use Application Hearing Process Discussion - Joel Plaskon
There has been recent interest expressed by members of the City Council
related to the way in which multiple element land use development
applications are processed. Many quasi-judicial land use permit
applications involve more than just one element. For example, a
landholder adjacent to City limits who wishes to develop his or her land
as a residential subdivision would likely be required to: annex the
land, rezone the land and subdivide the land. Historically, the City
has accepted, processed, and "heard" such multiple element applications
concurrently. Previous City Councils expressed a desire for such a
process so that they had as much information as possible to utilize in
making a decision and to understand the scope of the implications of the
development proposal. As an alternative, each element of such a
proposal could be processed individually. Such a scenario would
significantly increase staff and hearing body workload and time, and
application processing costs in addition to significantly increasing
application processing time. Staff will be prepared to discuss the
implications of various application processing scenarios.
ACTION: Direct staff as deemed appropriate.
3. CDBG Second Public Hearing - Gary J. Riedner / Walter Steed
The City of Moscow received an Idaho Community Development Block Grant
in the amount of $500,000 to construct handicapped accessibility
improvements in the downtown area and to renovate Friendship Square. In
order to receive CDBG funds, the grant recipient must conduct two public
hearings on the proposed project, one at the time of grant application
and the second during project construction. July 18th is the proposed
second public hearing date where staff will provide a project summary
and status update to the public and the Council.
ACTION: Accept report and direct staff to set public hearing for
July 18, 2005.

2. Disbursement Report for June 2005 - Don Palmer
3. Paradise Path Improvement Donation Proposal - Roger Blanchard /
Bill Parks
Staff has been contacted by Bill Parks of Northwest River Supply who is
interested in donating cash and services toward improvements on the
recently acquired portion of Paradise Path from Blaine Street to Highway
95 South. The goal of such improvements would be to make the Path
usable for bike and pedestrian traffic until such time that the Path can
be paved. Staff is asking for authority to accept the donation and work
with Mr. Parks to accomplish the improvements.
ACTION: Recommend authorizing staff to accept the donation and proceed
with Paradise Path improvements or take other action as deemed
appropriate.
4. LEDC 2006 Budget Request Presentation - Barbara Crouch / LEDC

ACTION: Receive request presentation for consideration during the
upcoming budget workshop.
5. Chamber of Commerce 2006 Budget Request Presentation- Paul
Kimmell / Chamber President
ACTION: Receive request presentation for consideration during the
upcoming budget workshop.
