I have never heard it phrased quite that way, but I
appreciate  the sentiment of  your adage.  

Is not the responsibility of the city of Moscow to
attending to things such as sidewalk repair, trash
receptacles, street lamps (which do not contribute to
light pollution) and public area maintenance?  

With regard to privately owned buildings, as well as
storefronts of business occupants, my pie in the sky
idea has burden of conscience and as the motivation
for action, rather than additional tax burden.
