Phil,
I think you mention a key issue that Moscow continues to struggle with and
the solution has been so elusive - those who are taxed are carrying an
excessive burden because of the large percentage of tax exempt entities in
Moscow.  "How can the problem be rectified?" is a hard question to answer.
Some steps toward better balance could be to do away with tax exemption, use
another "tax" structure (BID) that has no exemptions, attract large
tax-paying businesses to Moscow, encourage tax exempt entities to
voluntarily pay their fair share, or prevent development of any new tax
exempt entities.  What real viable solutions are, I don't know, but the
problem has not gone away by itself.  I'd love to see a new tax structure
that is more evenly handed.

        Kai - If NSA  and Grittman (since Grittman is  FOR PROFIT) were
paying property taxes there would not need to be  a BID.

        Rose, you may want to take a closer look at the BID. I am rather
ambivilent
        about it, but I did write an article in the December 9 issue of the
Latah
        Eagle about the process.
        According to the documents I have, a tax exempt entity is not exempt
from
        the a BID levy. That would include New St. Andrews College and
Gritman to
        name a couple. The BID in Twin Falls includes the administrative
office of
        the school district, as I recall, and they are subject to the BID
levy as
        well.
