[Vision2020] Question about helmet laws

I should probably already know the answer to this, as my sister is an insurance adjuster for Nationwide, but isn't it the case that having a motorcycle helmet law reduces auto insurance rates for everyone living in said helmet law state? The theory is, I believe, that a (surviving) motorcyclist who has collided with a four-wheeled motor vehicle is less likely to endure an expensive head injury, a long hospital stay, and lengthy physical therapy if he/she is wearing a brain bucket.
If that's the case, then I'm not in favor of the freedom to be stupid. I don't want to give Nationwide any more money than I have to. My wallet says put your helmet on, and if you want to feel the wind in your long flowing hair, go to Wal-Mart and buy a blow dryer. As long as you don't trip over the cat and fall into the bathtub, you'll be safe and handsome.
