We can always depend on Rose to give a fair, complete and an accurate history or anything else about NSA.
NSA moved because they were asked to by the city. The city said they could move downtown. So they did.
Now that they are downtown, some people are saying they cannot be there. But since they moved downtown, the zoning code has changed, so ironically they can move back to a residential zone.
The truth is, it does not matter where NSA goes, they will be complained about by Rose, Joan, and others that disagree with them. And it does not matter if they are downtown or not, there will always be the same parking problems downtown, just another excuse.
But all this does give an excuse for Rose and Joan to moan and complain and increase the sympathies of the NSA through their relentless one sided bullshit that has gone so far as to even enrage even Kathy Sprague, who was fighting for gays and minorities in Moscow back in days when gays were not only unpopular, but physically attacked and threatened.
Rose and Joan do not realize that their constant BS has assured NSA a permanent home downtown because they have increased the sympathies of the public toward them, even in the gay and liberal community.

Again, they did not notify the city, they did not ask if educational institutions were allowed in the central business district. They did what suited them, and this time they got away with it.
In 2002 the Trustees of NSA completed the purchase of the old Verizon building. They didn't obtain (and still don't have) the required zoning certificate. It seems elementary that prior to buying the building their very experienced realtor would have checked on that tiny, but oh so powerful detail. Why didn't she? A reasonable person would assume that a competent city development officer would require a zoning certificate prior to allowing occupancy. So why didn't Mr. Plaskon do so?
So many questions, so few answers.....
