  - anyone can join a volunteer force: self-explanatory
  - if there is a draft, the choice of joining the military is not yours: self-explanatory
  - in the military, your train to kill people, or worse, actually kill them: self-explanatory

One patriot missile  costs $2 million  (http://www.globalsecurity.org/org/news/2003/030503-patriot-orders01.htm).  That will buy you almost two CT scanners.
