[Vision2020] Parking garage!?

Where would you put a parking garage that won't inflame those opposed to any
progressive building? I do not think it will happen any time soon.

Ditto.  I personally like the improved illumination, but I don't
understand how this minor benefit justifies the weeks of traffic
inconvenience, or the expense.

The one change that I would like to see in Moscow is the addition of a
parking garage of some sort... but that will probably eternally reside
on my wishful thinking list.
