Because bonds are for large-scale capital improvements, either new
construction or significant remodeling a la WP and Russell, and because the
greatest needs were the projects currently being considered, McDonald, Lena,
and the Jr. High were not covered in this bond.

The public is paying $45 million over the next 20 years and McDonald is
getting not one red cent. I would call that pretty screwed.
