Simple.  The chances of dying as a result of continued use of anabolic
steroids is far, far greater than occasional reconstructive surgery.  

How many names can you provide us of professional athletes that have died as
a result of reconstructive surgery?

We could learn a lot from crayons: some are sharp, some are pretty, some are
dull, some have weird names, and all are different colors....but they all
exist very nicely in the same box.

What about the risks associated with any surgery?  Usually most surgeons
would require
their patients to sign off that they know and understand the risks
associated with any
surgery, even death.  So surgery could also result in death much like
steroids.
