[Vision2020] Troops angry over no-hookers plan

Question:  How is the Army going to enforce this "policy" in regions where 
prostitution is legal (i.e. Germany, South Korea, etc.)?

So, what they are telling potential enlistees is "If we send you to combat 
areas, don't mess with the locals.  Don't mess with the hookers."

Thoughts?
