1.         Approval of Minutes of September 27, 2004 - Stephanie Kalasz

 

2.   Items for Fall Auction - Cam Hershaw 

Attached is the list of items for surplus.  The items are for auction or for
trade (see list for trade items).

 

      ACTION:  Recommend approval of the surplus list or take such other
action deemed appropriate

 

3.   Lease with Latah Library District - Gary J. Riedner

This Lease Agreement renews the ten year agreement with the Latah County
Library District.

 

      ACTION:  Recommend approval of the Lease Agreement or take such other
action deemed appropriate.

 

4.   Committee Discussion - Gary J. Riedner

      At the recent City Council Brown Bag session, the Council briefly
discussed the roles of City Boards and Commissions and the interaction of
those entities with the City Council, Mayor and staff. Attached are the
ordinances creating City Commissions and rosters of the current membership.

 

      ACTION:  Council discussion and direction.

 

5.   Telecommunications Facility Location Ordinance - Joel Plaskon

The City Council heard concerns from the public that the City's
telecommunications facilities regulations do not adequately address the
interests of potentially affected neighbors and referred the matter on June
21, 2004 to the Administrative Committee for review.  After having heard
discussion by Council, Administrative Committee, interested citizens and
staff, staff has attempted to incorporate proposed language to address
concerns of the public regarding the amount of public notice time and
ineffectiveness of co-location requirements, as well at to improve some
other more minor code language.  The Planning and Zoning Commission has
reviewed the draft Code amendment and has expressed their agreement with the
proposal.

 

ACTION:  Direct staff to cease work on potential Code amendment or direct
staff to revise draft Code amendment and report back to Committee; or direct
staff to schedule public hearings on draft Code amendment; or take such
other action as deemed appropriate.

1.	Approval of Minutes of September 27, 2004  -  Stephanie Kalasz

 

2.   Mick Hess Lot Line Adjustment - Joel Plaskon

The Hess's and Mauchley's request a lot line adjustment to take a 20' by
100' piece of land from an undeveloped lot owned by the Hess's and
incorporate in into the Mauchley's lot.  The proposed lot line adjustment
will allow the planned building addition of the Mauchley's house at 722
Vista St. to meet the required 5' minimum side yard setback of the
applicable R-2 Zoning District from the north property line. The remaining
60' by 102' would remain with and be merged with part of the Hess' house lot
at 708 Vista St.  Such remainder would become ineligible for a separate
building lot.  The proposed lot configurations do not interfere with
easement or access circumstances and meet the requirements of the Zoning
Code.

 

ACTION:  Recommend approval of the lot line adjustment or take such other
action deemed appropriate.

 

      3.   Downtown CDBG Bid Results - Les MacDonald

Bids were opened on Thursday, September 30, 2004, for the Moscow Downtown
Revitalization Project.  Two bids were received on the total project and
Hereford Contracting and Excavating, Inc. of Rosalia, Washington was the low
bidder at $715,734, which is well in excess of the engineer's estimate of
$390,000.  Since the funding for this project is limited to monies available
through the CDBG, it is staff recommendation that the bids be rejected.

 

ACTION:  Recommend rejection of the bids for the Moscow Downtown
Revitalization Project.
