Ted,

I was looking at the reality of putting any large production facility 
into the US. I can't think of ANY that have gone in over the last decade 
without tax breaks at the local, state or federal level (whether it be 
refieries, textiles, automobiles, pulp and paper, etc...). Most 
production facilities are labor intensive and labor costs are so much 
higher in the US. Without some type of compensatory action, it will be 
significantly cheaper to put the facility in some third world country. 
For a strategic resource like oil and gas, this puts us in the same 
quagmire of  foreign dependence.
