Scott,

You are partially correct. I didn't word that correctly. I should have said, 
add 2-3 votes for every 30 votes Bush got on the e-voting machines. That 
would give him enough of an edge to win. So he could still lose in 
Democratic precincts, but still win if he loses by smaller margins in 
traditional Democratic precincts and wins by a larger margin in swing and 
Republican precincts.  I don't think they would be so stupid as to set it up 
so that Bush won even the most Democratic of precincts or to change the 
political dynamics of a precinct which would send off alarms. For example, 
if precinct 15 in Moscow went Republican, I would be going to the press and 
knocking on doors. Same as if Genesee voted heavily Democratic.

Keep in mind also, that e-voting machines are only about 30% of the voting 
machines. So you need to add one vote for every 30 or so to get a one 
percent advantage. So changing 5 votes for every 60 votes in Florida or 
Ohio, would be about a 95% guarantee that Bush would win. It would give just 
big enough of an advantage to win without causing suspicion.

The way to check it, would be to see if Bush won by a 1-3% higher than 
normal margin in e-voting machine precincts as opposed to other precincts 
with similar political dynamics. For example, if precinct 3 in Columbus, 
Ohio always voted in lock step with precinct 4 for the last 50 years but 
precinct 4 votes 3% more for Bush than it did for Kerry, and precinct 4 got 
new e-voting machines  it would not be a big deal as one incident. But if 
this occurred throughout the state and the country, it would be 
statistically significant and warrant investigation. Somebody should check 
this out.
