I think you have a good idea from the point of view of idealistic justice, 
but there is no government in Iraq to conduct a trial.  Who would conduct the 
trial, the Sunnis, Shittes, or the Kurds?  Even these groups cannot agree on who 
to follow within their own people. There really is no nation called Iraq, it 
was created by the British and others, and Saddam held it together with fear 
and terror.  Now it seems we are trying to do the same thing.

I've heard evidence the perpetrators of the abuse in Iraq were actually not 
US soldiers.  They were contracted intelligence agents working for the CIA, 
etc., not bound by any law, not US law, not Iraq law (there is no Iraq law with 
no government in place) and certainly the US thumbs its nose at international 
law and the court in the Hague.

The US uses terror and lawlessness to try hold Iraq together just like 
Saddam.

How ironic can you get?
