[Vision2020] Water rates

All weekend I have been contemplating the new water structure that the =
City Council is considering for those of us that live in city limits.

will be a three-tired water rate. The ones using the most water will be =
charged the most. I also read this worked for another city just fine.=20

I firmly believe, if the city were to use this planning based on the =
records of previous years, it will not work. In previous years, gas was =
not at an all time high, in turn, making everything else we purchase =
much more expensive. Have you checked out the price of butter at Winco =
lately? Or anything for that matter!!! As Cathy, at the City of Moscow =
billing office can attest, in the past I LOVED to water my flowers, =
grass and garden. I have been thinking for some time about tearing up my =
lawn, both front and back, and doing something fun, creative and cheap =
as far as watering goes with the area. I firmly believe if the city =
enacts this water policy, people will not water at all, due to the high =
price of gas, etc., and Moscow will find itself in a bind financially, =
as they depended on the patterns of previous years to enact this policy.

Does anyone know what/if there is an alternative policy they are =
considering?  Also, did the Naylor Farms get approved for using a =
million gallons of water a day?
