[Vision2020] RE: Tuition (was flat screens)

Since the territorial legislature chartered the university in 1889.  The
prohibition against tuition was carried forward into the state constitution
(Art. 9 Section IX).  It's defined in statute:

Tuition shall be defined as the cost of instruction at the colleges
    and universities. The cost of instruction shall not include those costs
    associated with said colleges and universities, such as maintenance and
    operation of physical plant, student services and institutional support,
    which are complementary to, but not a part of the instructional program.
    (b)  Matriculation fees shall be defined as the fee charged to students
    for educational costs excluding the cost of instruction. The state board
    of education and board of regents for the University of Idaho may
    prescribe matriculation fees for resident students.

The last session of the legislature thumbed its nose at this provision when
it authorized raises for faculty, but didn't fund them. They stated that the
raises should unconstitutionally be funded by student fees.

Since when are in-state students not required to pay tuition???
