[Vision2020] property tax hike?

Mr. Bonte -

The reason(s) for the increased tax assessed value of properties may be for the 
reason you state.  It also may be to make up for the increased amount of tax 
exempt property within Moscow within the past year, thus increasing the tax 
burden on taxed prpoperties.

It would be most interesting to evaluate those properties listed as tax exempt 
in FY04 and those properties listed as tax exempt in FY05 (and teh reasons for 
their exemption).
