[Vision2020] property tax hike?

Property owners:

Take a look at your 2004 assessment notice.  Is it 10% higher than last 
year?  Mine was and a few people I talked to also received a 10% 
increase.  I spoke with the assessor an he said that property values 
had increased all over Moscow, hence the increase in assessment.

Is this the 10%  the state is imposing on Latah County to bring our 
rates in line with state law or is that 10% increase yet to come?
