Vision 2020 subscribers should also know that, according to the Moscow
Police Department, unless they're dialing from a closed-network office
that requires dialing "9" to get an outside line, they may still simply

after 10am 
today.   They've combined with Whitcom in Pullman. For non-emergencies
you can 
still call 882-2677 or 882-5551, otherwise it's 9-911.  To fax them use
