[Vision2020] Voter turnout

I disagree with the concept of making it a holiday. But I do not agree that 
it is always a matter of laziness nor is it always a 20 minute task.

Making it a holiday on Tuesday, that would just make many people take 
Saturday, Sunday, Monday and Tuesday off. It was put on a Tuesday because Tuesday is 
the day that most people are in the town they work that is closest day after 
the weekend.  

In some places it takes as long as 3-4 hours to vote. Get the kids ready, 
drive to the polls, find a parking space, wait in line for 1-2 hours, and drive 
back. Takes some motivation to do all that. Not everyone works and lives in 
Idaho. About 1/2 the population that votes has to deal with this. 

Other times some people do work for the entire day. If they work from 
7AM-5PM, ten hours, that then they have to pick kids up at day care and the polls 
close at 8 PM. That is tough challenge to complete. Some people also work and go 
to school and have kids and have children. Not easy to get there on a Tuesday.

If you wanted to increase voter turnout the best thing to do is increase the 
number of day you can vote, say to Tuesday-Thursday. Then do like Oregon, just 
automatically send absentee ballots to every registered voter in the state 4 
weeks before the election.

Pretty simple things to do to increase the voter turner. 

I also think they need to start voting in March instead of November because 
it is hard for some people to get out of the house in the winter.
