I recently received a rather slick brochure for enticing donations for
something called South Gateway Park. This brochure was the first I have
heard that the city was considering a park here. The brochure was well
done, with lots of color and clearly designed to provoke concern among =
the
citizens regarding the potential "loss" of a piece of property. I have =
a
number of concerns and questions regarding this particular fund raising
activity.

About the brochure itself?
Did the city produce the brochure or contract with someone to produce =
it?
How did the city get my name and address on the brochure? Did it use a =
list
generated from some other city function, say the water bill list? Does =
the
city need my permission to use my name and mailing address to solicit =
funds?
If a private company was contracted to do this brochure, does that =
company
now have my name and address available to use for other purposes? What =
did
the brochure cost and how was it paid for? =20

About the park?
Is there some kind of citizen group pushing this idea or did the city =
decide
to do this? If there is a group, how is it funded? When the city =
decides
on pursuing parks, is there some kind of formality that prioritizes =
which
parks will get tax funding and which ones will not? Who currently owns =
the
land? It appears to be the old south main street right-of-way; does it =
have
legitimate commercial value? The brochure states that this park would =
be a
natural focal point to present motorists with their first view of =
downtown
Moscow. Since the purpose of the south bypass was to direct motorists =
away
from downtown, (hence the confusing traffic pattern) why is that =
statement
included? What is the actual total cost of a park at this site? What =
is
the ongoing cost of maintaining a park at this site? Where will the =
city
get the funds needed to maintain this park? Is the UI, prominently
mentioned several times in the brochure, contributing to this park? If a
park is located on this site, pedestrian traffic in the area will surely
increase. How does the city plan to manage pedestrian traffic, =
especially
the east to west foot traffic? If this park is to be a "gateway" to the
Paradise Path and Latah and Chipman trails, will it have adequate =
vehicle
parking and vehicle access to area roads? How will that be accomplished
given current traffic patterns?

Why should we trust the city?

Let me say that I am not against the idea of a park located at the site. =
It
is probably a good idea, though not necessarily for the reasons given in =
the
brochure. However, I am against giving the city any money for the =
project.
I have no reason, given past projects, to consider the city will act in =
a
competent manner or that the city will consider the broad range of =
citizen
needs with this project.
