Visionaries:
 
The higher education appropriation was approved today in the Joint
Finance Committee.  The vote was 15-4, with the support of all but one
of the Republican members, and none of the Democrats.  
 
The appropriation falls sadly short because:
 
     It falls $2.2 million short of providing state tax money to fund
the 2% pay increase recommended by the Governor.  That money,
unfortunately, is taken out of student fees and endowment funds.
 
     There is no provision for $1.1 million for the occupancy costs of
new buildings authorized by the legislature.  Universities will have to
cut other parts of their budgets if they use the buildings.
Universities are also going to have to cut elsewhere to cover a $1.9
million reduction in endowment funds.
 
    The "enrollment workload adjustment" is not funded.  College and
university enrollment is up 4400 in the past three years, which is about
a 12% increase.  Support from the state is only up about 1.4% in the
same amount of time.  Universities have been forced to reduce faculty,
eliminate offerings and programs.  This appropriate means more cuts.
 
    We worked hard to provide more favorable options, but there wasn't
the will on the part of the majority to deliver.
