Can't resist. Such exaggerated provincialism is hard to ignore. European 
phds are frequently offered on a research basis. As in no course work. 
You can get a doctorate at Oxford, Cambridge, or the University of Wales 
without taking a class. Residency requirements vary. Some require a 
year, some a semester, some none at all. True, UI or WSU would require a 
significant course load prior to dissertation, but then they're much 
more prestigious institutions and we can't blame them for setting the 
bar so high. Cheers.

P.S. An anecdote comes to mind. Ben Merkle (under discussion) conversing 
with officials at the UI about his MA. The discussion? Would the UI 
accept his credits from Oxford. They weren't sure that they would. 
Luckily, as it turned out, somebody in the department had heard of 
Oxford so it worked out in the end.
