[Vision2020] dysfunctional board of education

I like Shirley's idea too. I think the Board members should be elected from 
districts around the state. Like have 12 members, one for every 100,000 people. 
Make them nonpartisan elections and require the candidates to be at least as 
well educated as the teachers and have to meet the same requirements as a 
teacher to serve on the board. 

This I think would be the best way to have a Board of Education that is 
focused on the welfare of children, not the Republican/Democrat partisanship.

I am not so sure about dividing the board up into two. There is not enough 
communication going on in Idaho Education. Two boards may cause total chaos. 
Just make the board bigger if they are over worked. Or, like the rest of Idahoans 
that are overworked during the last two Bush administrations, learn do deal 
with it.
