[Vision2020] Moscow City Council

I'm not sure why the Moscow City Council wants to change the current
structure of the two Council sub-committees. Communication with the public
has a better chance of success with three Council members on each committee
than in a full Council "workshop," due to the smaller and more informal
nature of the sub-committee.

I suggest that the Council members ask themselves about the motivation for a
change to a full six-member Council "workshop." What is it that's not
working with the present organization?
