Unfortunately, the attribution of these quotes to John Kerry is incorrect.
They are another "Urban Legend".  See

Give or take a few quotations, the same list has circulated since 1999, with

At first I thought Kerry was quoting Bush, but apparently not. I would like
to point out, however, that at least these are complete sentences, unlike
many of his opponent's utterances.
