Bill, et al,

I hope the panel discussion on transportation includes a lively exchange on the
lack of traffic/pedestrian law enforcement in Moscow.

Many cars do not stop for pedestrians in crosswalks or at intersections.  I have
seen this happen on the corner where the police station is and with a police car
waiting to enter but who took no action.  Pedestrians and bicyclists frequently
endanger themselves by careless/illegal actions.

A few years ago in another state several cities decided to make themselves
pedestrian friendly (motivated in part by the cost of gasoline).  A number of
measures were taken with signage, pavement marking, education, community
leader's support, and low tolerance enforcement.  It worked.

  Moscow Civic Association Sets Meeting on Transportation Alternatives



  Everyone interested in safe transportation alternatives for Moscow is invited
to the Moscow Civic Association meeting on Monday, April 12 at 7:30 pm at the
1912 Building.  The meeting will include a short panel presentation on "Safe
Routes to School, Work, and Play: How to Get from Here to There" plus a
facilitated discussion by all present to create a report for presentation to the
City Council, according to MCA President Lois Blackburn.



  This public meeting continues the community dialog on applying the principles
of Smart Growth to Moscow.  The focus of this meeting are the principles of
supporting walkable communities and providing various modes of transportation,
not just relying on automobiles.



  The members of the panel will be five community leaders with concerns about
safe transportation alternatives in Moscow, including Phil Cook, member of the
City of Moscow Transportation Advisory Commission; Tom LaPointe, director of
Valley Transit; Mark Leeper, executive director of Disability Action Center; Amy
Grey, advocate for walking; and Tom Lamar, executive director of
Palouse-Clearwater Environmental Institute.



  Following the panel presentation, audience members will break into groups to
develop their own lists of concerns about such areas as street crossings and
hazards and what might be done to improve safety.  The entire group will then
re-convene, with the help of a facilitator, to organize this input into a report
to the City Council and a request that the City of Moscow use this information
in an application for federal transportation enhancement funding.



  All interested citizens of the Moscow area are invited to this meeting, which
is the fifth in an MCA series on "Smart Growth for Moscow."
