<P>I think you misunderstand. The courts cannot issue marriage licenses. It can only rule if a marriage is licensed has been denied unconstitutionally. It cannot order that licenses be issued because there are other things that have to be checked, like blood tests, and next of kin relationships, and all the other things. They just cannot deny people marriage on the bases of gender, or sexual orientation.</P></DIV>
