This seems consistent with Florida also, but throwing money at the problem will not fix it. Most of the studies I have seen, show that throwing money at the problem will not fix it but will give everyone the impression that something is being done and make everyone feel good, but the problem still remains many years later.                    23% of 3rd-graders flunk [reading]                   By Dave Weber and Leslie Postal

Visionaries, the filing deadline for write-in candidates has passed, and we 
now know who is running in the School Board election on May 20. The only 
election will be in Trustee Zone 5 between Margaret Dibble and Gerald 
Weitz. In Zone 2, Keely Mix is the only candidate and will be seated on 
the board in July without an election.

I'm attaching an unofficial map of Zone 5. This map leaves out the far 
northeast, northwest, and southwest corners of the School District, but you 
can extrapolate from what is shown. In general, Zone 5 includes Moscow 
Mountain, Viola, the Estes Road and Snow Road areas, and the portion of 
Moscow west of Main and north of Sixth Street. It does not include the 
Frontier Addition area north of Palouse River Drive, contrary to what this 
map suggests. Official maps and absentee ballots are available at the 
district office.

Only Zone 5 residents can vote. Polling will take place 8:00 a.m. to 8:00 
p.m. on Tuesday, May 20, at the district office at the corner of F and 
Cleveland Streets.

Margaret Dibble, a long-time Moscow area resident, announced today [April 
14]she will run for the Moscow School Board in the May 20 election.

Dibble, 52, is a research support scientist for the Department of Plant, 
Soils and Entomological Sciences at the University of Idaho. She is 
currently working on molecular markers for disease resistance in potatoes.

"The economy and state budget cuts suggest that the next few years will be 
difficult for Idaho public schools," Dibble said in a prepared statement. 
"Public participation will be especially important during hard times. The 
School Board needs to devise ways to involve the public, and the public 
needs to take it upon themselves to stay informed and be involved."

Dibble earned degrees from San Diego State University and the University of 
Idaho. She and her husband, Martin Dibble, have three children: Melica, 
20, a UI student and 2001 graduate of Moscow High School; Armen,18, a MHS 
senior, and Tirtza, 15, a 9th grader at Moscow junior high. In addition, a 
nephew, Konou Smith, lived with the Dibble family for two years and 
graduated from MHS.

Dibble has been active in Girl Scouts, 4H and the Unitarian Universalist 
Church of the Palouse.

"I believe public education is the foundation of American society," Dibble 
explained. "The importance of education was recognized by the authors of 
the Idaho State Constitution who charged the legislature 'to maintain a 
general, uniform and thorough system of free common schools.'"
