[Vision2020] Is this appropriate?

I have a problem with the Hot Flashes concert announcement
on Vision 2020:

The strong rationale for its appropriateness makes some of
the other Vision 2020 content look on the edge, or downright
inappropriate.

Is it true that the concert is at Palouse because that town
has a more liberal attitude toward hot and flashy art than
does Moscow?
