I have read carefully the words of MR. Fife, and can find no reference
in any of his offerings that would lead me to believe that Mr. Curley
was legally prohibited from speaking to the city council. Therefore, I
offer this opinion.
Mr. Fife was, in fact, expressing a personal opinion, and used the
"power" of his position to attach a sense of "official declaration".
Mr. Curley should have been allowed to speak. By accepting Mr. Fife's
opinion as legal "expertise" the city council has, once again, abused a
legitimate public process. Of course, this kind of abuse is why our
city administrators are owed compensation comparable to Spokane.
Visionaries, the election cannot come soon enough. Perhaps we can find
some citizens who are more interested in community serving than self
serving.
