[Vision2020] RE: North Polk & Rodeo property

Normally just a by-stander in the many conversations on v2020; this
conversation however required a clarification. The property in question on
North Polk & Rodeo that was purchased by the City of Moscow was purchased
from the Schlueter Family of Genesee. The Schlueters were approached by the
City of Moscow to purchase this piece of property in order to develop a park
in the side of town that was growing and developing rapidly. The name of
this park is to be the Lola Clyde Memorial Park as per the agreement between
the Schlueters and the City of Moscow because of my relationship to Lola
Clyde growing up.

I think it’s Great. Although its location may influence future concerns.
I do wonder if a western bypass off of the scheduled 10-A project wouldn’t
go right through the middle of it or just beside it.
There is a park in Spokane placed next to the freeway. It’s extraordinarily
noisy.
Will the development of this park create greater pressure for an eastern
bypass…?

Hmmm!  I thought the western bypass was already decided. A done deal.
Shouldn't the city be aware of the western bypass and the implications
before purchasing the land?

Quite prpbably not. The projected possible location for a western-by pass is
on top of a ridge line probably a half mile, or more, south of the park
area.

Dear David, John and Visionaries:

When the purchase was made of the land for the park adjacent to Palouse
River Drive, issues of western bypass/eastern bypass were generally
discussed but no firm decisions were in the works at that time. Actual
highway alignments, as you know, are quite a long way down the line in the
highway planning process. This land, if my memory serves me well, is not
immediately affected by highway plans.

I agree, David, that locating a park immediately adjacent to a busy highway
or (?!?) freeway is not the best alternative. And John, the City examined
planning, trnasportation and other relevant concerns in making the 'buy'
decision for this property.

Since road plans change and evolve (and budgets self destruct apparently), I
believe the City was prudent to obtain this beautiful piece of the Palouse.
I'm hoping to be there at the ribbon cutting of "Clyde Park" and celebrate
the Clyde family contributions to our community, in particular the wonderful
personality and historian, the late Lola Clyde. If at a later time we have
to modify our general park plans or even relocate the site (which I do not
think would be the case), we have enough flexibility to do that.

about an ATV track and a shooting range (my preferences)?  How many =
cities the size of Moscow maintain 45 acre parks?  If the city would =
like to purchase my house, could I please live in it rent and tax free =

planning.  The point is that the city reps need to be  sensitive to the =
wants of the community, and more informative about large-scale, =
