[Vision2020] Donald Rumsfeld-speak

I just heard part of a press conference Donald Rumsfeld held recently.  He 
said, in effect, that if the arms inpectors find "no smoking gun", then it 
might prove proper justification for an invasion of Iraq, even perhaps more 
than if a "smoking gun" is found.  Evidently this would prove that Iraq is 
indeed hiding something.  I feel like the Aflac duck after he wandered into 
the barber shop where Yogi Berra was holding court.  Has the administration 
hired Yogi to craft their policy?
