The January meeting of the Moscow Civic Association will include a panel
discussion on plans to expand or re-route Highway 95 and on citizen
involvement in the process. This public forum will be held on Monday,
January 13, from 7pm to 9pm at the 1912 Building in Moscow.
According to Lois Blackburn, association president, the purpose of the
panel discussion is to provide the public with information about options
for the future of Highway 95 and the impact on Moscow, to inform
citizens about how they can get involved in the decision-making, and to
provide an opportunity for questions.
The panel will include three transportation experts:
1. Harlen Elsasser who is the Public Works Director for the City of
Colville, Washington. Elsasser will explain how Colville citizens
developed their own plans when presented with a highway bypass route
seven years ago.
2. Brent Rasmussen, a retired Washington Department of Transportation
engineer, is a consultant who helps communities take charge of their
transportation futures.
3. Idaho Department of Transportation representative, as yet not
selected by the department, to explain the status of plans for expansion
of Highway 95 and bypassing Moscow.
The panel will be introduced by Crysta Falcon, the MCA board member who
organized the panel discussion.
The February meeting of the association has been scheduled for February
10, at the 1912 Building, 7pm. That meeting will include a short
discussion of the state-mandated educational testing program in Idaho
schools, followed by a party open to everyone, with a potluck meal, live
music and a contra dance.
