Jon and Visionairies;

 

It is now 2003.  Since the original complaint was apparently filed in
1998, the city, I assume, has been busily engaged in finding fact to
support the complaint and the new ordinances.  I have yet to see any
fact, or rationale, other than the whereases of the drafts, that would
explain why these ordinances are needed.

Seems like someone must be pulling our legs. Eldonna Gossett left three
years ago, didn't she? And the City is just getting around to dealing
with her request? I don't think so. Was there no discussion about whom
has brought this up recently?

Thanks to Barbara Richardson for her report on yesterdays
Administrative Committee meeting. Randy Fife was unable to
attend. However, City Supervisor Gary Riedner addressed the
question about the origination of the ordinance right off. 
He explained that the City was approached by the Executive
Director of the Chamber of Commerce Eldonna Gossett with
complains from downtown business owners who felt certain
vendors were unfairly impacting their businesses. As a
current example of this, I have attached a photo I took in
downtown Moscow Saturday afternoon.

As far as the meeting was concerned, Mr. Riedner addressed
virtually all the questions that have come up on v2020. He
explained, as I had speculated, that this would have no
impact on vendors on private property such as the fish sales
or Tuesday Market. We haven't begun talking about fees but I
personally don't view this as a situation where the city
wants to turn a profit.

Per Mike Curley's request, anyone who would like to have a
copy of the correct ordinance should contact Chris

We had some downtown business owners and vendors in
attendance. There were a number of good questions. We also
identified other areas we need to research further. 

With respect to John Danahy's comment as follows: How
truly unfortunate this community is when such language can
be brought forth without rationale or justification. 

John- perhaps you didn't see my post over the weekend
wherein I said there was a committee meeting Monday
afternoon and that I would run down the balance of the
information you and others had requested. I'm trying to be
as responsive as I can. Sometimes a little patience goes a
long way.
