1. Approval of Minutes of February 18, 2003 - Chris Bainbridge
2. Request to Apply for Arbor Day Grant - Roger Blanchard
The Idaho Department of Lands, in cooperation with Avista Utilities
and Utah Power, is conducting an Arbor Day Grant Program again this year.
Fifty-five grants of $150 each are available to support Arbor Day
celebrations in Idaho communities. The grants require a 35% match ($52.50)
in cash or in-kind donation. If awarded, the grant will be used to help
fund the City's Arbor Day Celebration, scheduled for April 25, 2003.
ACTION: Recommend approval of the request and
authorization of the Mayor's signature on the grant application; or take
such other action deemed appropriate.
3. Vendor Ordinance Discussion - Randy Fife
As a result of various concerns related to controlling sales on City
rights-of-way, it was suggested that a Vendor's Ordinance be drafted. The
first draft of the Sidewalk Vendor Ordinance was presented for review at the
March 25, 2002 Administrative Committee, and was prepared using various
ordinances from cities regulating downtown sidewalk vendors. A second draft
with accompanying Resolution was presented for committee review November 18,
2002, at which time it was decided to hold an informational meeting, to be
scheduled after the holidays, and to invite vendors, business owners, and
others from the public in order to gain input from various sources.
ACTION: Review the ordinance and resolution and direct staff
further.
4. Analysis of Impediments to Fair Housing Update - Bill Belknap
As required by the U.S. Department of Housing and Urban Development,
all communities receiving Community development Block Grant funds are
obligated to affirmatively further fair housing. One key element required
of such communities is an analysis of available local statistical data, a
review of all local procedures and regulations, and an examination of the
private housing sector practices relative to the promotion of fair housing
within the community. This analysis is intended to identify and develop
corrective actions for any potential impediments to fair housing that may
exist within the community.
ACTION: Receive report and direct staff as deemed appropriate.

2. Eldredge/Conrad Insurance Claim Follow-up - Mark Cook
Staff has compiled information requested at the December 16, 2002
Public Works meeting in reference to the above-mentioned insurance
claim.
ACTION: Deny compensation for alleged damages, or take such
other action deemed appropriate.
3. City of Moscow Lot Consolidation for Recycling Center Expansion
- Joel Plaskon
The Recycling Center is being expanded to the south to include a new
access to/from the newly built section of "C" Street. The existing facility
and proposed expansion include approximately 30 platted lots of 40' in
width. Review of the building permit application for the expansion of the
facility resulted in the decision that all of these platted lots should be
consolidated into one single large lot to accommodate the sole land use.
Building over property lines triggers building code requirements which are
not practical or necessary should the lot consolidation be approved.
ACTION: Recommend approval of the lot consolidation; or take
such other action deemed appropriate.
4. Storm Water Phase II Requirements for Small Construction Projects -
Mark Cook
Staff is currently preparing an education/outreach effort for local
contractors and developers. Policy guidance is required so staff can
incorporate Council guidance into the education/outreach effort.
ACTION: Direct staff prepare an implementation plan for Council
consideration; or take such other action deemed appropriate.
5. Current Erosion and Sediment Control in Moscow - Mark Cook
Staff will present information for discussion concerning current
erosion and sediment control efforts in Moscow, including potential changes
to erosion and sediment control compliance.
ACTION: Direct staff to require erosion control best management
practices as recommended by Idaho Department of Environmental Quality and by
the United States Environmental Protection Agency; and that staff return to
council with a proposed implementation plan for full council consideration;
or take such other action deemed appropriate.
