This may be true in some cases.  However, I seriously doubt that those with
that type of power are in the majority of those not on a payroll.  There are
a considerable amount of people that simply get paid "under the table".  As
such, they do not report their income and do not pay taxes on that income.  

It may be worth investigating (if possible) to see who (and how many) are
getting paid "under the taqble".  For every employee being paid under the
table, there is an employer not paying into unemployment.
