Gee.  Here is a surprise.  Some backward, third-world country (Mexico) has
not announced any plans to take military action against the US.

The World Court declares that the United States must stay the execution of 
3 Mexicans on death row.  CNN notes that the U.S. has a history of 
disregarding rulings by the International Court of Justice.  Mexico has not 
yet announced any plans to take military action against the U.S. to enforce 
international law.
