The following is an update on U.S. 95 projects between C d'Alene &
Lewiston and S.H. 8 projects near Moscow that I received from Jean Ward of
district II.
U.S. 95 PROJECTS BETWEEN
COEUR D'ALENE AND LEWISTON
AND S.H. 8 PROJECTS NEAR MOSCOW
Construction This Year
Plummer Passing Lanes
Start: Spring of 2003
Completion: Fall of 2003
Cost: $1.5 million
This project will construct a truck passing lane north of Plummer. The
additional lane will allow motorists to safely pass slower moving vehicles
on a steep grade. The project also includes pavement rehabilitation to the
highway through Plummer.
Bellgrove to Mica
Start: Summer of 2001
Completion: Late Spring of 2004
Cost: $22 million
This project will reconstruct and realign approximately 7 miles of US-95
south of Coeur d'Alene. It is the first of three projects that will provide
a 4-lane divided highway on 21 miles of US-95, from Worley to Mica Creek.
Electrical Substation to Smith Creek
Start: Late summer of 2003
Completion: Spring of 2005
Cost: $14 million
This project begins approximately five miles north of the Potlatch
junction and ends at the north side of Marsh Hill near Smith's Creek in
Benewah County. Ascending hill climbing lanes for both north and southbound
traffic will be built along with a left turn bay at Skyline Drive and right
turn bays for all other intersecting county roads. Five-foot wide shoulders
will be provided for this six-mile section of reconstructed highway.
Moscow South and South Fork of the Palouse River Bridge
Start: Spring of 2003
Completion: Summer of 2004
Cost: $4.5 million
This project will reconstruct the roadway from Sweet Avenue to the South
Fork of the Palouse River Bridge. A new five-lane urban section will be
built with curb, gutter and sidewalk. A new traffic control signal will
also be installed at the intersection of Palouse River Drive. The existing
two-lane bridge will be replaced with a new five-lane structure at the same
location.
Genesee to Moscow Phase 1 and 2
Start: Fall of 2003
Completion: Fall of 2005
Cost: $27 million
Phase 1 will reconstruct and realign approximately six miles of U.S. 95
between the South Fork of the Palouse River Bridge and Reisenauer Hill. It
is the first of five projects to provide a four-lane divided highway between
the Top of Lewiston Hill and Moscow. Phase 2 will be built at the same time
and involve building two new lanes for northbound traffic between Genesee
and Reisenauer Hill. Traffic disruptions for both of these projects will be
minimal due to new alignment work.
Lewiston Hill Northbound Lanes
Start: Spring of 2003
Completion: Summer of 2003
Cost: $1.5 million
This project will rehabilitate the two northbound lanes up Lewiston Hill.
Spalding Bridge
Start: Spring of 2003
Completion: Fall of 2003
Cost: $2 million
This project will rehabilitate the concrete bridge deck of this structure
located approximately three miles north of Lapwai. A latex-modified
concrete deck will be added. Traffic control will be accomplished by a
portable traffic control signal throughout the project.
Joel Overpass Structure Removal, S.H. 8
Start: Fall of 2003
Completion: Spring 2004
Cost: $1 million
This project removes the narrow existing railroad overpass over the
abandoned railway and replaces it with a wider roadway fill constructed over
a bike/pedestrian tunnel for the new Latah Trail (Enhancement Project).
Design Concept Studies
Corridor Study from Washington Street to Line Street on S.H. 8, Moscow
Consultant: CH2M Hill
Cost: $50,000
This study is almost complete and it was done to assess options for
addressing congestion within this corridor.
Alternate Route Feasibility Study, S.H. 8, Moscow
Consultant: David Evans and Associates
Cost: $150,000
This three-year study is to determine the feasibility and need for an
alternate route of U.S. 95 around Moscow. The contract has just been
signed.
