2.   Renewal of Second-Hand Dealer Licenses - Stephanie Kalasz
      Thomas Uribe of Moscow Pawn, Inc., Charles Leaphart of 2nd Hand/1st
Hand, and Sally Martinazzi of The Hollow Tree have applied for renewal of
their Second-Hand Dealer & Pawnbroker Licenses for 2004.  These renewals
have been approved by the Police Department.  Please note that Mr. Leaphart
is only buying a license for one-half year because he plans on closing his
business in March.

      ACTION:  Recommend approval of the Second-Hand Dealer & Pawnbroker
Licenses for 2004.  
 
3.   1912 Lease Agreement with ARC of Latah County - Dwight Curtis
Staff is requesting approval for renewal of use agreement with ARC for 1912
building space. There are no changes from previous agreement other than
dates. Use period is for 18 months, effective October 1, 2003 through March
31, 2005. The use agreement is attached.

4.   Rural Community Block Grant (RCBG) Proposal for CEDA Building at
Alturas - Gary J. Riedner
      LEDC and CEDA have requested City sponsorship of a Rural Development
Block Grant for the purpose of constructing a building at Alturas Phase I
for Advanced Hardware Architectures to relocate to the City of Moscow in
Alturas Technology Park.  The City Council will hold a public hearing on the
application on December 18, 2003 at 7:00 p.m. in the Moscow City Hall
Council Chambers. The application deadline is December 21, 2003.
 
      ACTION:  Recommend authorization of sponsorship of the Rural Community
Block Grant application to be administered by the Clearwater Economic
Development Association.  Conduct public hearing on application on December
18, 2003.

3.   Whitewater Creek Lot Division - Joel Plaskon
Whitewater Creek Inc. is requesting a lot division of an approximately 7
acre parcel to create one additional building lot of approximately 1.9 acres
within the Motor Business Zoning District.  Whitewater Creek has previously
received approvaql for a 60 unit affordable housing Planned Unit Development
project upon approximately 5 acres of the subject property and now seeks to
separate off the remaining 2 acres of commercial property along South Main
Street/US Highway 95.  It appears that the proposed new parcel does not have
an approved highway approach from ITD at this time.  Therefore, staff
recommendation is to grant the lot division conditioned upon the applicant
granting an easement from the existing highway approach on Lot 2 to Lot 1,
until such time as a new approach is approved by ITD.

E.                  Agreement for Parks Shop Shed Construction Drawings -
Roger Blanchard
      Two proposals were received for architectural services for preparing
construction drawings and cost estimates for a shed roof for the south side
of the City Shop.  Constructive Solutions of Pullman submitted the low quote
which fell within the projected budget for the project.  Reviewed by the
Public Works/Finance Committee December 8, 2003.
 
ACTION:  Approve the agreement with Constructive Solutions for Parks Shop
shed construction drawings and the Mayor's signature thereon.
 
F.                  Surplus Recording Equipment from Police Department - Dan
Weaver
The Police Department is requesting the surplus of some recording equipment
which will be used as a trade-in on new equipment.  Reviewed by the
Administrative Committee December 8, 2003.
 
ACTION:  Approve the surplus of Police Department recording equipment.
 
G.                 2003-2004 Christmas Tree Drop-off Program - Andy Boyd
Each year Latah Sanitation, Inc. promotes the recycling of Christmas trees.
To keep the costs of the program as low as possible, they ask people to
bring their trees to Moscow Recycling's 24 Hour Yard Waste Disposal site or
directly to the Transfer Station.  The proposed program is very similar to
last year's program and staff has found the advertising costs to be
acceptable.  Reviewed by the Administrative Committee December 8, 2003.
 
ACTION:  Approve LSI's proposal for the 2003-2004 Christmas Tree Drop-off
Program.
             
H.        Declaration to Sell Original Fire Station #3 Property and Set
Hearing Date - Randy Rice
The City Council has directed that the property originally purchased for the
Fire Station #3 site be sold.  Staff is presenting a recommended plan for
sale of the property subject to Idaho Code requirements.  Reviewed by the
Public Works/Finance Committee on December 8, 2003.
 
                        ACTION:  Approve the Resolution indicating the
Council's intent to declare the property surplus and set a public hearing on
the sale of the property for January 5, 2004.

2.         Report on Agreement with Whitcom for E-911 Services - Randy Fife
            City Attorney Randy Fife will give a report on contract
negotiations with Whitcom.
 
            ACTION:  Accept report.
 
3.         7:30 P.M. Joint Public Meeting with Latah County to Consider
Groundwater Management Issues - Gary J. Riedner
            Several citizen groups have filed a petition with the Director
of the Idaho Department of Water Resources requesting that the Moscow basin
be designated a Critical Groundwater Management Area pursuant to Idaho Code
§42-233A. An alternative designation would be as a Groundwater Management
Area pursuant to Idaho Code §233B. The differences between the two
designations is outlined in the attached memo. A Council workshop was held
on November 24, 2003 which was attended by Karl Dreher, the Director of the
Idaho Department of Water Resources. The workshop included a presentation
from Director Dreher and reviewed historical water usage by the City over
the past several years. Director Dreher acknowledged receipt of the Petition
and indicated that he would proceed with scheduling a public hearing in
January to process the petition.
 
ACTION:  Review results of the Council workshop of November 24, 2003.
Present Latah County's perspectives. Conduct public input and at close of
public input, direct staff to proceed with Council direction.
