Hi folks,
With all the other activities going on, I was wondering if there were
any responses to Jon's email (see below). We ask a lot of questions of
our City Council members, and it seems that we should do what we can to
provide the information they need to make informed decisions.

As many of you are already aware, there is a very important meeting
upcoming on December 15. That evening the City Council and County
Commissioners will hold a joint meeting in Council Chambers to discuss
what steps we should take to deal with our declining aquifer.
In the interest of being thorough and thoughtful in preparing for this
meeting, I am particularly interested to know the scope of support from
the five groups who recently filed a petition with the Idaho Department
of Water Resources to declare Moscow a critical ground water area and
therein suggested that the IDWR Director Karl Dreher impose a moratorium
on any new water hookups in Moscow. If this decision were to be made, it
would have a huge, negative impact on our community.
The five groups who signed in support of the petition are:
1. Palouse Water Conservation Network
2. Friends of the Clearwater
3. Moscow Civic Association
4. Palouse Group of the Sierra Club
5. Idaho Conservation League, North Idaho Office
In the last several days, I have spoken to several members of the Moscow
Civic Association. Not one of them was aware of the petition or that it
included a recommendation that we shut down all new construction in
Moscow. Therefore, I'm curious if members of these organizations could
provide the following:
1. How many members are there in your organization?
2. Were they polled prior to submission of the petition?
3. Was there a meeting of your general membership to debate this
before the decision to file the petition was made or was it a decision
of your board of directors?
4. Was consideration given to the economic impact on our community
if we shut down new development and essentially froze our tax base?
5. Who can provide a membership list?
Of interest to community members are facts regarding City of Moscow
recent efforts in support of stabilizing our water situation. A document
is attached outlining those activities.
In summary, I'm looking for as much input as possible before the
meeting.
